Assuming it is a shoreline, which was my first assumption also, the wave direction does not suggest a seashore location, seeing as the waves are travelling nearly parallel to the shore, so a lakeside also seems logical because the wave pattern would be more wind driven.

Of course it could also be a tidal estuary location where the incoming tide would create a similar pattern, or vice versa with an outgoing river system.

Aha, some of those shadows are detached from the object, suggesting an ariel shot of birds, with some in flight.

I was going to add bats or insects, but the point was they are capable of some form of flight.

Trees(palms?), and the shadows of the slender trunks don't show on the picture. If this is an arial shot the sun is low on the horizon, hence we see the shadows of the crowns to the left and 45 degrees down of the object.

OK, this is too painful.

Anthro, you were so close.  I said that there is no flight involved.  I did not say that they're weren't any birds involved.

It is Antartic penguins.

The thought crossed my mind, but there appeared to be detached shadows, and I had to also reconcile the pic I posted above, which now are likely penguins coming into shore.

Of course who isn't to say that there are some volant birds there also. From memory skuas hang around penguin colonies looking for chicks, and that would explain the disconnected shadows also.
